Address perennial flooding is a collective responsibility

“It is important that as a people we work together to solve this problem, they are building in water ways Bella…..  Yes government must check them, the local authority must check them, that is understandable but people go for permit …..they come for permit to go and build here, they start building you go and check on them one, two, three, you see that yes they are putting it up the way they are suppose to put it up and then you leave by the time you come back in about eight to nine month, they have built in water ways………”.

He indicated the government and its agencies have an important role to play in addressing the development, however, the citizenry have a greater responsibility to ensure they do the right thing even when no one was watching them adding the authorities cannot check up all the time.
