Unto some Ghanaians; Dr. Bawumia was revealing a strange spectacle of himself when he made the above profound statement.
Eventually; it has been proven beyond all doubts that the economist knew what he was talking about. And alas, our opponents have failed in their quest to put a spin on what has been said to suit their agenda.
The Auditor General in its 2020 audit report on public sector payroll including 21 MDAs revealed a shocking amount of GH¢467,634,792 as annual cost to Ghana owing to ghost names.
In their recent audit report, 2022, the National Service Secretariat (NSS) discovered over 14,000 ghost names in their payroll accounting for over Ghc 144million as annual drains from the state purse.
Also, SSNIT in its recent audit, quoted Ghc 327million as drainage owing to over 27,000 fake pensioner (ghost names) in their database. On the average; the total cost for the above leakages alone can construct over eight ( Interchanges.
Even in its grandeur style as the largest Interchange in West Africa and Africa’s second largest Interchange, it costed Ghana $94.8million to contruct the Pokuase Interchange.
According to a research undertaken by IMANI Gh between 2012-2014; corruption cost Ghana $3billion annually. Interesting this leakage is associated with the public service.
The annual leakage ($3billion) can fund free shs for a decade (10yrs) which is less than Ghc 10billion at current funding cost; construct over 500kilometres of road at Ghc 1million per kilometre totalling Ghc 500million; build over 100 Warehouses at a cost of Ghc 400,000 per one (average prevailing cost) all totalling Ghc 40million etc etc.
The importance of the Ghana card may not be widely known by our opponents for now until someday. However, the main role of the Ghana card is to reduce state rots (leakages).
It is as a result of this Ghana card that government is gradually getting the system rid of phantom identities from government payrolls; clamp down on fraud, identity theft, artificial inflation, sim box fraud, money laundering thereby saving her millions of cedis.
Dr. Mahamudu Bawumia was right.
