NDC Calls for Sanctions Against Deputy Minister Over Rival MP Donation

The National Democratic Congress (NDC) in the Savelugu Constituency is demanding formal disciplinary action against its own Deputy Transport Minister, Dorcas Affo-Toffey, after she publicly praised the area’s opposition lawmaker, donated cash to her foundation, and pledged ongoing support during a constituency event.

At a press briefing on Thursday, February 19, 2026, Constituency Communications Officer Nyaba Abass Abdul Rahman accused Affo-Toffey, who represents Jomoro in the Western Region and also serves as a Deputy Minister under President John Dramani Mahama, of attending a programme hosted by the New Patriotic Party (NPP) Member of Parliament (MP) for Savelugu, Hajia Fatahiya Abdul-Aziz, without informing or engaging NDC structures in the constituency.

According to the executives, a video circulating on social media captured Affo-Toffey describing the NPP MP as deserving a second term based on her performance, a statement the constituency leadership characterised as an outright public endorsement. She also reportedly compared her own output in office favourably to that of the Savelugu MP and declared that she did not believe in party colours, a remark that particularly incensed party members.

The financial dimension of the visit deepened the controversy. Affo-Toffey is alleged to have donated GH₵20,000 to the NPP MP’s foundation on the day, with a further GH₵80,000 pledged for a total commitment of GH₵100,000. She also reportedly invited the Savelugu MP to approach her for additional support in future.

The NDC took the Savelugu parliamentary seat from the NPP in previous cycles before losing it again in the 2024 general election. Constituency executives say Affo-Toffey’s endorsement of the incumbent poses a direct threat to their strategy to reclaim the seat in 2028, and they also allege that during the 2024 campaign the NPP MP denied the NDC’s parliamentary candidate access to fertiliser logistics available to MPs and barred the party from using certain public venues.

The Savelugu NDC has formally called on the party’s national leadership to sanction Affo-Toffey. It is also demanding that she return to the constituency to apologise in person to party members and make a compensatory donation to local NDC structures equal to or double the amount given to the NPP MP.

As of the time of publication, Affo-Toffey had not issued a public response to the allegations.
