The Member of Parliament for Tamale North Constituency, Alhassan Sayibu Suhuyini has described the President’s GH¢100 billion GhanaCARES (Obaatan pa) programme to aid the country’s transformation agenda as a scam.
That he said was because the Akufo-Addo led government spent over ₵100 billion in 2020 alone but could not revive the country’s economy which was at a brink of collapsed.
Mr Suhuyini wondered how the same amount could make any different in the next four years if it couldn’t achieve anything in just one year.
“Look the government last year spend over 100% billion, it did not revive the economy so if you have the President through this budget now promising an abaatan pa care that will ensure that about 100billion is spent in four years to revive the economy, you should just know that it is a scam,” he said.
GhanaCARES (Obaatan pa) programme
The government of Ghana in its 2021 Budget Statement and Economic Policy said government would pursue the 100billion Obaatan pa programe which they described as the by far the boldest and the biggest economic recovery programme in the history of the country to turn around the ravaging effect of the COVID-19 pandemic on the country into opportunities.
“Mr. Speaker, the last four years led no Ghanaian in doubt that ours is a government that cares. We care about the welfare of the people and we care aboutthe need for business to create wealth. The next four years will see a more clinical structural focus on President Akufo-Addo’s transformation agenda as we build with deliberate rapidity on the gains so far made. In this regard, pursuing the GH¢100 billion GhanaCARES (Obaatan pa) programme, which by far is the boldest and biggest economic recovery programme in the country’s history, will enable us to turn the challenges created by COVID-19 into opportunities for socio-economic transformation,” the budget statement presented by the Leader of government business, Mr Osei Kyei Mensah Bonsu said.
“This programme will foster closer collaboration with the Ghanaian private sector, labour, the people, our development partners and foreign investors,” it added.
GhanaCARES (Obaatan pa) programe was to provide the financial muscle to expedite Government’s digitalization agenda, revitalize the housing and construction industry, establish Ghana as a regional hub in the areas of manufacturing, financial services, education, healthcare, aviation and logistics, digital services, petroleum, automobile, tourism, hospitality and creative arts.
It was also to support the private sector and entrepreneurs to become a powerful engine for job creation, actively promote both local and international investments including use of PPPs and finally to upgrade the skills of our workers through re-training programmes.
“Mr. Speaker, the implementation arrangements for the GhanaCARES programme are in place. Clear budgets have been set and milestones developed. We will establish delivery units in the relevant MDAs and partner with the private sector, academia and other practitioners to facilitate and monitor implementation. There will also be regular, institutional engagements to ensure we achieve synergies and track results on a timely basis,” the budget statement reads.
